World: Writing the ‘other’ into humanitarian discourse: framing theory and practice in South-South responses to forced displacement

Introduction

Although Southern-led development initiatives have enjoyed increasing attention by academics in recent years (e.g. Bobiash 1992; Woods 2008; Six 2009; Mawdsley 2012), there remains a relative paucity of research on South-South humanitarian responses. In part, this limited engagement with Southern humanitarianism is based on the widespread assumption by many academics and practitioners that ‘Although the idea of saving lives and relieving suffering is hardly a Western or Christian creation, modern humanitarianism’s origins are located in Western history and Christian thought’ (Barnett and Weiss 2008:7, emphasis added; also see Fassin 2011:1). Indeed, throughout the 2000s, numerous studies have examined the history, evolution and nature of humanitarianism, typically tracing the birth and origins of humanitarianism to the Enlightenment period, and more specifically to the activities and goals of Western religious groups in the early 19th century (i.e. Barnett and Weiss 2011; Wilson and Brown 2011; Barnett and Stein 2012).

While repeatedly asserting humanitarianism’s Western origins, Barnett has nonetheless admitted that despite entitling his book Empire of Humanity: a History of Humanitarianism, the reader should note that ‘Western bias is ahead. This is not a book on the history of all forms of humanitarianism around the world’ (Barnett 2011:15, emphasis added). On the one hand, therefore, many academics recognize the existence of a multitude of humanitarianisms, including ‘humanitarianisms of Europe, of Africa, of the global, and of the local’ (Kennedy 2004: xv). On the other hand, humanitarian action not borne of the Northern-dominated and highly institutionalized international regime has remained largely neglected in academia. In particular, studies of South-South humanitarian responses in contexts of forced displacement are almost entirely absent from the literature; it is this gap in theoretical and conceptual engagement with ‘other’ humanitarianism which is critically addressed in this paper.

Insights from practitioners’ survey in Bangladesh, Ethiopia, Kenya, and Mali

This report provides some reflections and insights on the level of awareness, practices, and organizational and institutional issues being faced by countries as they adapt to climate change, based on interviews with 87 practitioners working in government agencies, local organizations, international organizations, and think thanks reporting involvement in climate change adaptation. Data were collected in Bangladesh, Ethiopia, Kenya, and Mali using both an e-survey platform and face-to-face interviews.

Responses reveal active work within these organizations on climate change adaptation and emphasize their important role in the countries’ efforts to address and adapt to climate change. Responses also reveal strong awareness among these organizations of different aspects of climate change adaptation along the different stages in a climate change adaptation project cycle, which may be a reflection of the active discussions and awareness campaigns during NAPA development in these countries. However, despite the awareness and presence of national strategies and action plans, there seem to be no explicit and clearly defined policy and strategy within these organizations outlining their role in and contribution to the national and collective efforts and, more importantly, no explicit and measurable targets and monitoring and evaluation (M&E) system to track progress and outcomes over time. Reported capacity gaps can be grouped into two categories: training needs and institutional challenges.

25 July 2013 - Seeking to find ways of curbing arbitrary and unlawful detention in Jonglei, UNMISS today conducted a one-day forum in the state capital Bor.

Arbitrary detention was a major challenge in the state, despite being prohibited by South Sudanese laws, UNMISS Judicial Affairs Officer Mike Dzakuma said.

“This forum (is) part of our advocacy programmes to create awareness of the problem…. and to make recommendations to the government for reform,” he said.
Several organizations have reported on the critical need to end arbitrary detention.

A June 2012 Human Rights Watch report said flawed processes, unlawful detentions, and dire conditions in South Sudan’s prisons reflected the urgent need to improve the new nation’s fledging justice system.

Some 24 participants, from the Jonglei State Legal Administration, South Sudan Human Rights Commission, John Garang Memorial University, UN agencies and non-governmental organizations held in-depth discussions on the challenges and moving ahead to end the practice.

“Anyone arrested or detained on criminal charges shall be brought promptly before a judge or other officer authorized by law,” said Kuot Jook Alith, Deputy Head of the Jonglei Legal Administration. “Anyone who is deprived of his liberty by arrest or detention shall be entitled to take proceedings before a court.”

UNMISS officials also briefed participants on the role of the mission. They highlighted areas such as protection of civilians, consolidation of peace and security, and efforts to help establish conditions for development.

Democratic Republic of the Congo: RDC: 65 000 personnes retournées à Kamango après les combats entre FARDC et ADF Nalu

Réfugiés en Ouganda voisin lors des combats entre FARDC et rebelles ADF Nalu, les habitants de Kamango, au moins 65 000, ont regagné, depuis une semaine, leur localité. Des sources de la région affirment que le retournés représente 75% de la population de cette localité, située à 80 km de Beni (Nord-Kivu).

Ils rentrent depuis que l’armée régulière a repris le contrôle de Kamango mais certains hésitent encore de regagner leurs habitations et préfèrent rester dans des familles d’accueil à Nobili, Kahondo, Kikura ou Njala, à une dizaine de km de Kamango.

Ces habitants affichent ce comportent après avoir subi des exactions de tout genre lors de l’occupation de Kamango par les rebelles.

Les chefs locaux de ces localités s’organisent pour sensibiliser les retournés et leurs familles d’accueil de veiller surtout à la propreté du milieu.

«Ceci pour prévenir des maladies hydriques dans cette zone dépourvue des humanitaires», renseigne le chef de la collectivité Watalinga, Saambili Bamukoka.

Il y a cinq jours où huit personnes étaient décédées après que les FARDC ont repris la localité de Kamango où les centres de santé manquent de médicaments et les boutiques de produits de première nécessité.

Iraq: IOM provides border transport assistance to Syrian refugees

23 July 2013 - It was a hot morning in the midst of Ramadan, but IOM staff showed little fatigue as they helped transport Syrian refugee families from Fayshkhabur Crossing to Domiz Camp. The crossing, located in Dahuk Governorate in Kurdistan, northern Iraq, has been closed since the beginning of the conflict, allowing only Syrian returnees from Iraq to cross. Yet that has not prevented Syrian families from fleeing to the closed border, as war forces them from their homes with few other options.

IOM received word late Sunday night, 14 July, that the Fayshkhabur Crossing would be opened Monday for one day to allow families, who had been stranded on the Syrian side for over 50 days, to enter Iraq.

Rapid Response

Within an hour, IOM had coordinated with the checkpoint’s management and readied its response. For Syrians fleeing the violence, travelling to the border can be dangerous and expensive in and of itself, but the hardship does not end there. Refugees must cross the border by boat, and then continue 58 km to Domiz Camp, a $60 USD taxi ride that families struggle to afford. To address this need, IOM prepared buses and sent its team to facilitate free transportation assistance.

On Monday, 15 July, IOM began receiving and transporting the first families to Domiz Camp. The director of the Fayshkhabour Checkpoint, Mr. Shawket, welcomed IOM’s assistance and supported their operation by providing tables, chairs, and security. IOM registered Syrian refugees as they arrived and facilitated their movement both to the buses and onward to Domiz Camp.

It was a long day for IOM staff, as the crossing had only two boats to transport refugees across the river between the Syrian and Iraqi sides.

Yet the team worked tirelessly, staying until after 9:00pm, to ensure the safe and dignified movement of 189 Syrian refugees in 7 bus trips to Domiz Camp. There were many lessons learned, which IOM has already incorporated in order to prepare for possible future openings, such as the acquisition of a 4 x 4 truck to allow immediate transport of medical emergencies. IOM will continue its rapid response to developments on the ground and its steadfast support for refugees who have fled Syria, from transportation to emergency relief to livelihood assistance.

Con esta acción se activan los recursos del Fondo para la Atención de Emergencias (FONDEN).

A partir de esta Declaratoria, solicitada por el gobierno estatal, las autoridades contarán con recursos para atender las necesidades alimenticias, de abrigo y de salud de la población afectada.

Lebanon: IOM profiles vulnerable Lebanese returnees from Syria

On 12 July, the International Organization for Migration (IOM) and the High Relief Commission (HRC) of Lebanon officially launched a registration and profiling project for/of Lebanese returnees from Syria. Returnees, across 6 governorates, will be registered and profiled during this six month project.

22 HRC staff attended a capacity building workshop, organized by IOM Beirut and Iraq from 11 to 12 July. The technical workshop conducted by IOM Iraq covered: data collection methods, conducting field interviews, designing assessment tools, and encoding information.

Nader (participant to the workshop and HRC staff) commented, “The training enabled me to improve my technical knowledge on how to conduct needs assessments. With the skills we have acquired we are now in a position to identify and assist Lebanese returnees that are in need.”

General Ibrahim Bachir, General Secretary for the High Relief Commission, opened the workshop and urged the participants and partners, IOM and WFP, to prioritize coordination, cooperation, and timely execution of activities. He further remarked that meeting the registration deadlines would depend on the security situation and that the safety of data collection teams is important.

As the conflict in Syria has grown, so has the response. The sheer scale of the crisis has spilt over into neighboring countries and has particularly affected Lebanon’s political and socio-economic structure creating insecurity, instability and raising tensions across the borders. IOM is concerned at the situation of Lebanese returnees, who fled to Syria during the previous wars and have returned since the start of the crisis. This vulnerable group of migrants has gone largely unassisted as there has been little accurate information available regarding their living conditions, access to food and access to healthcare. Through the project, vulnerable Lebanese returnee households will be profiled in order to better understand their priority and long-term needs.

Guatemala: Gobierno deroga Estado de Calamidad decretado tras terremoto

Casi nueve meses después de que un terremoto de 7,2 grados en la escala Richter azotó el occidente y suroccidente del país, el Gobierno de Guatemala derogó el Decreto Gubernativo que mantenía vigente el Estado de Calamidad hasta agosto de 2013.

Según el Decreto 11-2013, publicado hoy en el Diario de Centro América, la Presidencia de la República considera que las circunstancias que motivaron la declaratoria del Estado de Calamidad Pública, “han sido superadas, por lo cual es procedente derogar el Decreto Gubernativo 10-2013 que prorrogó el plazo relacionado en el considerando que antecede”.

La prioridad del Gobierno de Guatemala es lograr la reedificación de 7.300 viviendas que fueron destruidas por el movimiento telúrico registrado el 7 de noviembre del año pasado, que dejó al menos medio centenar de muertos y pérdidas millonarias, principalmente en los departamentos de San Marcos, Quetzaltenango, Quiché, Huehuetenango, Totonicapán, Sololá y Retalhuleu.

Desde aquella fecha, el Organismo Ejecutivo prorrogó el Estado de Calamidad en ocho oportunidades, porque se consideró que los daños a las viviendas y la infraestructura nacional lo ameritaban; no obstante, la situación en las regiones que se vieron afectadas ha mejorado considerablemente, según las autoridades.

De acuerdo con las cifras del Ministerio de Finanzas Públicas (Minfin), se han destinado unos 600 millones de quetzales para la reconstrucción nacional, recursos que estaban contemplados dentro del Presupuesto General del presente año.

Uno de los departamentos más afectados fue San Marcos, donde se han reconstruido viviendas en los municipios de Esquipulas Palo Gordo, San Pedro Sacatepéquez y San Marcos; asimismo este viernes la vicepresidenta, Roxana Baldetti, entregará 250 casas a igual número de familias en San Antonio Sacatepéquez, en el mismo departamento.

World: UNHCR launches initiative to recruit top young professionals

GENEVA, July 24 (UNHCR) ¬- The UN refugee agency on Wednesday launched a new programme aimed at attracting some of the world's top young professionals to work for UNHCR in the field from next year.

The Entry-Level Humanitarian Professional Programme (EHP) is open to highly qualified applicants from outside the organization and to general service, national professional and field service staff within UNHCR, giving them a rare chance to join the international professional career stream.

UNHCR is seeking people to work in five areas: protection; programme; admin/finance; supply; and human resources. Selected candidates will become associate officers at the P2 level. They will start on the same day, learn from each other, and then be deployed to the field for a two-year assignment.

"The overall strategic objective for UNHCR's recruitment and conversion initiative is to enable the organization to shape its workforce in order to meet our operational and organizational demands today and in the future," Karen Farkas, director of UNHCR's Division of Human Resources Management, said in a staff message.

"The programme is targeted to highly motivated candidates with relevant work experience, who are ready to start a professional career as international civil servants," she added.

Applicants, who must be no older than 40, will participate in a competitive selection process based on their academic qualifications and relevant work experience as well as on the basis of technical, written and analytical assessments. The deadline for applications is August 31.

HIGHLIGHTS

 Syria: IOM distributed 4,668 hygiene kits and 4,406 house cleaning kits to 35,466 beneficiaries in Damascus, Rural Damascus and Homs. Since January 2013, IOM has provided 222,224 IDPs with Non-food items (NFIs).
 Lebanon: IOM and the High Relief Commission (HRC) of Lebanon profiled 3,855 Lebanese returnees in the North, Bekaa, and Nabatiye governorates.
 Iraq: IOM distributed NFI kits to 1,913 vulnerable Syrian refugees and Iraqi returnees in Dahuk and Basra.
 Turkey: IOM and camp management assisted 712 beneficiaries to reach medical facilities and social ser-vices in Adiyaman province.
 Jordan: IOM screened 763 Syrian refugees for tuberculosis (TB). Since January 2013, IOM has screened 241,775 Syrian refugees and members of the host communities.

KINSHASA, 26 juillet 2013 (AFP) - La République démocratique du Congo a émis trois mandats d'arrêt internationaux contre quatre responsables de la rébellion congolaise Mouvement du 23 mars (M23) réfugiés au Rwanda depuis une scission du groupe armé, a annoncé vendredi un communiqué officiel du gouvernement.

La RDC a "transmis, le 25 juillet 2013, par les voies diplomatiques d'usage à la République du Rwanda, trois mandats d'arrêts internationaux" visant quatre ressortissants congolais "réfugiés sur le territoire de la République du Rwanda", indique le communiqué de Lambert Mende, porte-parole du gouvernement congolais.

L'un des mandats concerne à la fois Jean-Marie Runiga Lugerero, ex-président du M23, et le colonel Baudouin Ngaruye, "général de brigade autoproclamé du M23", indique le texte. Un autre mandat cible le lieutenant-colonel Eric Badege, "colonel autoproclamé du M23", et un dernier vise le colonel Innocent Zimurinda, est-il ajouté.

Tous les quatre, visés par des sanctions de l'ONU, sont poursuivis pour "constitution d'un mouvement insurrectionnel; crimes de guerre; crimes contre l'humanité par meurtre, emprisonnement, tortures, viol, esclavage sexuel, persécution pour des motifs ethniques; crimes de guerre par tortures, enrôlement, conscription et utilisation de mineurs de moins de 15 ans dans des groupes armés".

Fin février, le M23 a éclaté: une branche soutenait le chef militaire, le général Sultani Makenga, et l'autre le président politique, Jean-Marie Runiga. Mi-mars, quelque 700 combattants pro-Runiga ont fui au Rwanda avec Jean-Marie Runiga et avaient été désarmés à leur arrivée au Rwanda, selon Kigali.

Début février, la ministre rwandaise chargée des Réfugiés, Séraphine Mukantabana, avait expliqué à l'AFP que ceux qui voulaient renoncer "de manière définitive et volontaire"à leur statut militaire pourraient commencer les démarches pour demander le statut de réfugié. Ceux qui refuseront n'auront "pas droit à l'asile dans notre pays", avait-elle assuré.

Le gouvernement congolais, pousuit son communiqué, "attend avec intérêt la réponse du gouvernement du Rwanda", rappelant que Kigali avait signé l'accord d'Addis-Abeba le 24 février. Par cet accord, les onze pays africains signataires s'engagent à ne pas soutenir ni protéger un groupe armé, quel qu'il soit dans l'est congolais.

Le M23 est actif depuis mai 2012 dans la province riche et instable du Nord-Kivu. Il est essentiellement composé de Tutsi congolais intégrés dans l'armée congolaise après un accord de paix signé en 2009. Ils se sont mutinés en avril 2012, estimant que cet accord n'avait jamais été pleinement respecté.

Des experts de l'ONU ont accusé le Rwanda et l'Ouganda d'appuyerle M23 - ce que ces pays voisins de la RDC ont toujours démenti.

Chad: Chad Targets Universal Mosquito Net Coverage with Global Fund Grant

Geneva - The Global Fund to Fight AIDS, Tuberculosis and Malaria has signed a € 25.17 million euro grant that will help provide nearly every family in Chad with a mosquito net by July 2014 and make a transformative difference against malaria in that nation.

Malaria has been the main cause of child mortality in Chad, where 169 children out of every 1,000 that are born die before reaching their fifth birthday.

"Chad stands on the threshold of a major breakthrough in its fight against a disease which has taken a disproportionate toll on children," said Lelio Marmora, the Global Fund's Department Head for Africa and the Middle East.

The aim is to achieve a 75 percent fall in malaria deaths among children under five by 2015.

The new grant, made available under the Global Fund's new approach to funding, will finance the procurement and distribution of more than 5 million long-lasting insecticide-treated nets in the country's 13 most populous regions.

These will replace nets that were distributed in 9 regions in April 2011 under a previous grant and which are now reaching the end of their useful life. The net distribution campaign will also target 4 additional regions that have not been supplied with nets before.

An additional 2 million nets are also being provided for distribution with funding from the Government of Chad and other donors.

Chad is expected to achieve universal coverage, defined as 80 percent of the population living in households with nets, by July 2014. By the end of 2014, at least 95 percent of the general population in the 13 regions targeted by the grant are projected to be protected by nets.

The grant's Principal Recipient is the Fonds de Soutien aux Activités en matière de Population (FOSAP). UNICEF and the National Malaria Control Program are sub-recipients, with responsibility for procuring and handing out the mosquito nets.

An existing malaria grant, active since July 2011, covers malaria testing through rapid diagnostic tests, anti-malaria treatment and intermittent preventive therapy in pregnancy, as well as routine distribution of nets.

(Goma, 26 juillet 2013) : « Je suis particulièrement concerné par des rapports, ces derniers jours, faisant état de graves violations des principes de Droits de l’Homme et de Droit International Humanitaire au Nord-Kivu.

Dans la tourmente des conflits armés, des obus ont été tirés dans des zones habitées, poussant des milliers de personnes à se mettre à l’abri pour sauver leurs vies; des enfants sont recrutés de force par des mouvements armés; des maisons sont pillées; des civils font l’objet de détentions arbitraires et de traitements dégradants. Les civils, leurs biens et toutes les infrastructures non militaires doivent être épargnés de toute attaque.

Le respect du Droit International Humanitaire incombe à toutes les parties au conflit. Les parties doivent redoubler d’effort pour protéger les civils de toutes les autres conséquences néfastes des affrontements armés. Les Droits de l’Homme doivent aussi être respectés par les groupes armés dans les zones sous leur de-facto contrôle. Les privations arbitraires de liberté et les traitements inhumains et dégradants doivent cesser immédiatement.

Le nombre de personnes déplacées dans le Nord-Kivu avoisine près d’un million de personnes, représentant près de 40% du nombre total des personnes déplacées en RDC. Ces déplacés et les familles qui les accueillent ont des besoins vitaux auxquels les humanitaires tentent de répondre malgré les conditions sécuritaires difficiles.
